Philosophy Wire: 2,000,000? 14? 1976?

Doctors Without Borders in the area have asked for 2 million dollars in order to help them deal with the outbreak [source: web news]. What is wrong with this picture? Are 14 casualties an "outbreak" ? If for so many victims we need 2 million dollars, how much will we need if we had more casualties? How much time do we want to analyze a virus which has appeared in this area from 1976? Stupid questions?
